AI systems now function as de facto explanatory intermediaries for corporate information. Their outputs are routinely relied upon by third parties in contexts that affect legal interpretation, financial judgment, regulatory assessment, and reputational standing.

This reliance is occurring without attribution, without reconstructable records, and outside the assumptions of existing governance frameworks.

This document formalizes AI Reliance Governance as a distinct control layer concerned with the creation, preservation, and examination of evidence-capable records of AI-generated representations at the moment they are relied upon. It positions AIVO as a governance framework designed to address an already-manifest control failure: the inability to reconstruct what AI systems presented when those representations were later relied upon by external actors.

This document distinguishes AI Reliance Governance from optimization disciplines, model governance, monitoring, and analytics. It defines scope, threat model, reliance thresholds, capture constraints, and irreducible control requirements.
